或是提供一些办理申请留学的信息也可以，比如学校的要求，申请的手续等。
申请人现在是国内大三的学生。

At least you need TOEFL if you want to apply for University level

The best is to finish your university degree, and get good marks.

If he or she want to apply now, at least demonstrate very good English skills.
