魁省报税指南里page60页有说明需要交处方药保险，在62页有补充other situations:其中一条："you are foreign national and are not entitled to be reimbursed for the cost of your prescription drug by the quebec prescription drug insurance plan."这句话怎么理解？因为我去年2月份来魁省工作，虽然有魁省太阳卡，但是处方药保险没有激活过，因为去药店说没有我的记录，买药不能报销，需自费。所以，想问，是不是2012全年中，我在中国的月份要扣除掉，而在魁省的月份要交处方药保险费？提前感谢！
