好像没有人提到过联邦政府每年至少100人的Offer for Financial Officers nation wide.
it is a great program to join the federal governments. Basically it recruits newly undergraduate students with major in Accounting. It requires above average GPA, but does not require working experience necessarily. However from Montreal area you must pass french test.

It is a great opportunity, not easy to get in but it is possible.  They recruit through university career website about twice per year, or you can find information directly from following link:

想要申请麦大会计， 平均成绩如何计算？ 因为国内大学不管计算，需要自己来做。问题是有的成绩是百分制， 有的是A，B，C，如何计算？

CGA需要学士学位，好像没有听到这种说法，不过考证需要补课，详细情况我目前也不知道。
