上周末到公园烧烤,因为公园里没有洗手间,我和朋友就在旁边的街边寻找,遇到警察看到我们手里有啤酒就每人开罚单138刀.真是冤啊.

1.警察好象说,除了酒吧和家里,任何公共场(包括park)不能有酒类饮料.
2.法语老师知道后支持我们上诉,并称:只要喝啤酒时有吃的就没关系,且本周亲自组织野外烧烤并带了啤酒.

问题:
1.具体法律规定是怎样?.
2.去年七月啤酒节时,满大街的啤酒,为何没问题? 且经常见到地铁口有乞丐手拿酒瓶每人管?难道我们连乞丐都不如?
3.如果上诉,输或赢了后的后果如何?
4.听说这里警察只会开罚单不会抓小偷?
