Why not try in Ottwa? More chance to succeed.

In Montreal, almost 0%. Why not save this 200 USD (at least 100USD)?

In normal case, if anyone said he/she gets parent's VISA to USA IN MONTREAL recently, he/she is either a very lucky person (go go buy 649) or a cheater (but losing money to USA does no good for himself/herself, why do so?).

I mean in normal case. If the old man has a son or daughter in USA, or other relationships, that's another story.

The travel agents here. They have seen a lot of the cases and so far NO successful cases. I guess they have no reason to lie to me as this type of answer gives them less business and customers. Of course, I wish they were wrong. The argument here is about fact, not about position.

2)又说人家是骗子. exclude special cases (like xdjm in USA).
Many people were refused (a fact you have to admit), he/she got it. Can't you say he/she a lucky one?

4) I know there are the successful cases in Ottwa. I think it's better to go to Ontario.
