请问jan/2003有可能吗？
好像网页上没有提起可否申请
apply online 现在还是sept/2002的（不是已经结束了吗？）
toefl 25x/4.0够吗？
还有如果有本科engineering 的学位对申请有负面影响吗?
可以转学分吗？

Probably can't. Why not go to James Building and ask the Registar office? In general, commencing winter semester is only available for the quebec students who finished high school education here before January 2003.
