assume you never change the Modem's setting, yuo can set TCP/IP of Win98 manual instead of aotomatic, i.e. if XP is 192.168.0.100, set win98 as 192.168.0.101, the rest just copy XP's.

"as cncore" said is right, I suggest you to read the manual of the router, best is reset to manufactory setting, reboot the router; modem and win98.
to skip the DNS agent (by router), you can set DNS as same as what you see from the router/moden, something as 67.xxx.xxx.xxx or search from web, put bell.ca other than sympatico.
You also need check, by RUN "services.msc" as you RUN "cmd", check your WIN98 the status of "DNS Client" and DHCP as well (if you set auto-obtain IP address)
