If you are just a student or a short term contract worker your child should be eligible for receiving English education.

In your case you must be a registered, post secondary or above and full time student.

Finally, I got the Certificate for English Education (Temporary) for my child.

What should do?

Go to the English school board in my area, Montreal English School Board (http://www.emsb.qc.ca/) or L.B Pearson School Board (http://www.lbpsb.qc.ca/) according to the area you live in.

You should bring some documents with you:
  Your and your kid's passports and Records of Landing
  Your kid's school records from your original province where you lived before.
  Proof of residence in your original province, like a lease or utility bills
  Proof of residence in Quebec, a lease or utility bills

The Admissions Office will give you an Application for Authorization to Receive Instruction in English (Temporary Stay).

The first page are your basic information, just fill them in.

Page 2 is your information and declaration about your stay in Quebec, like:
    I, ___ (last name, first name___),
    arrived in Quebec on ___ (Date of arrival) ___,
    from ___ (Municipality, province or country) ___,
    and will be staying in Quebec until ___(Expected date of departure)___.
    my stay will not exceed three years.
    During this period, I will be (check off one):
      1 an employee of ___ (Name of employer) ___.
      2 a full-time student or researcher at ___ (Name of institution) ___.
    I declare that the above information is accurate. (Signature)
followed by a section to be signed and sealed by a person authorized to take sworn declaration or oaths. The person at the Admissions Office can do it for you.

Page 3 is the attestation of your employer or institution, followed by a section to be signed and sealed by a person authorized to take sworn declaration or oaths. In my university, the office of registrar and commissioner of oaths can fill in the two sections on this page.

After page 3 completed by your employer or institution, bring it back to the school board. They will send it to MEQ. MEQ will you an answer within one week.

The whole procedure coasted me more than one month. I wasted a lot of time, because I didn't have the Admissions Office sign and seal page 3. I thought my university could do it. But they didn't, because I have to meet the commissioner of oaths face to face when he signs and seals it. That is a legal issue. Also, my university won't fill in page 4 for me until I get registered.

So, if you come to Montreal to study or work temporarily, to be a full-time student or have a contract job, you may be eligible for a temporary certificate. If you are a citizen, and your child did most of his studies in English in Canada, then you may be eligible for a permanent one. See http://www.meq.gouv.qc.ca/rens/banque/fiches/F95a.htm
