这样以魁省居民待遇读书行吗？

本人联邦移民，去年10月登陆Ottawa，待了20天，回国；今年4月返回Ottawa，6月搬到Montreal，前后在Canada的Ottawa待了2个半月，目前在Montreal已住了7个月。

因申请学校被录取，注册时遇到麻烦：按魁省教育部的表格---Confirmation of Residence in Quebec中Case68的要求---Three months in Quebec without residing elsewhere in Canada for more than three months，我认为我应该可以享受魁省居民待遇读书，可学校的注册老师死活不认，一定要我证明去年10月登陆后没超过3个月既来蒙城定居的Lease。我提供她我出入境的移民局证明和往来机票登机牌，证明我在Canada的其他省份没有待满3个月，她不认。

不知谁的经历与我相似，并且有没有享受到魁省居民待遇读书？如果享受到了，是如何争取到的？望赐教。谢谢！

注：case68的英文要求如下：

The student does not hold a CSQ but:

since his or her entry into Canada, has not resided for more than 3 months in another province

AND

has been residing in Quebec for more than 3 months.

Wait for another 5 months and then you will live in Montreal more than 12 months. That time you will be Resident of Quebec. You can pay the low tution fees and apply loan from Quebec.

As far as I understand, when you leave Canada you still are the resident of ON.,although you live in Ottawa less than 3 months.
Another question,even you live in Quebec more than one year,you are not the resident of QC still if you are a full time student.That means you must live in QC more than one year not as a full time student. smile.gif smile.gif

以我个人的亲身经历来自问自答:

请了一位精通法语的朋友与魁省教育部联系了一下，有一位Bruce Walace（译音）先生专门负责关于“外国留学生”的待遇问题（其间还联系了魁省教育部在蒙城的办事处，结果同样将问题引向了该先生），他的回答大概意思如下：

1，我们这种情况可以按魁省居民待遇处理。
2，他曾经将这种情况专门发文到各个University的注册部门。
3，他会另外发文给各个College的注册部门。

他的电话是1-418-6461543，注意是在魁北克城，长途，总是留言，因为似乎全省只有他一人负责处理这一类事情。
